T- Spark

The Government of Telangana through the Telangana State Innovation Cell launched the T-Spark initiative to provide funding/grant support for early stage and seed stage startups. The grants intend to help accelerate a few aspects of prototype building, talent development, R&D and marketing efforts. The selected startups will also get the access to mentoring, funding readiness guidance and GTM strategy support as required over the course of time. The initiative is part of the state’s larger vision to fuel the entrepreneurship and innovation ecosystem.

PROCEDURE FOR CLAIMING GRANT OFFERED UNDER THE SCHEME:

Preconditions for availing of this incentive:

Individuals with innovations that have a direct implications on people at the grassroots, as defined in G.O. Ms. No. 8 dated 27-07-2021.
Startup with Grassroot/Rural Impact as per the definition mentioned in G.O.Ms.No. 8 dated 27-07-2021.

Terms of using the grant:

Applications can be made to receive support under only one of the support-types in each cycle. (Support-Types: Prototype, Pilot Grant, Seed Grant).
Support can be availed only once under each of the support-types for each innovator/startup.
The grants will be disbursed on a milestone basis, which will be different for each of the selected applicants.
A utilisation certificate has to be submitted upon using the grants.
A detailed project report has to be submitted upon the completion of the project.
Any pilot should not exceed more than 12 months.

Evaluation Process

The Nodal Office, Telangana State Innovation Cell, on receipt of the applications, will scrutinize and perform necessary due diligence. On confirmation of the Innovator/Startup eligibility, an assessment of the eligible grants shall be recommended by the nodal office.

All grants recommendations will be presented to the Grassroot Advisory Council who shall then make a decision on sanction/work order/disbursement keeping in view the available budget for the year. The decision of the Grassroot Advisory Council in this regard to sanctioning of any work order/purchase order under this incentive will be final.

Process of Application:

All eligible innovators/startups with grassroot/rural impact shall apply in the prescribed application form given below on the portal for Procurement related grant.

మంజూరు వినియోగ నిబంధనలు:

ప్రతి సైకిల్‌లోని సపోర్ట్-టైప్‌లలో ఒకదానిలో మాత్రమే మద్దతును స్వీకరించడానికి అప్లికేషన్‌లు చేయవచ్చు.(మద్దతు-రకాలు: ప్రోటోటైప్, పైలట్ గ్రాంట్, సీడ్ గ్రాంట్).
ప్రతి ఆవిష్కర్త/స్టార్టప్ కు ఒక్కో గ్రాంట్ కింద ఒక్కసారి మాత్రమే సపోర్ట్‌ను పొందవచ్చు.
గ్రాంట్లు మైలురాయి ప్రాతిపదికన పంపిణీ చేయబడతాయి. ఇది ఎంపిక చేసుకున్న ప్రతి దరఖాస్తుదారులకు భిన్నంగా ఉంటుంది.
గ్రాంట్లు ఉపయోగించిన తర్వాత వినియోగ-సర్టిఫికేట్ సమర్పించాలి.
ప్రాజెక్ట్ పూర్తయిన తర్వాత వివరణాత్మక ప్రాజెక్ట్ నివేదికను సమర్పించాలి.
ఏదైనా పైలట్ 12 నెలల కంటే ఎక్కువ ఉండరాదు

మూల్యాంకన ప్రక్రియ:

నోడల్ ఆఫీస్, తెలంగాణ స్టేట్ ఇన్నోవేషన్ సెల్, దరఖాస్తుల స్వీకరణపై, పరిశీలన మరియు అవసరమైన శ్రద్ధను నిర్వహిస్తుంది. ఆవిష్కర్త/స్టార్టప్ అర్హత నిర్ధారణపై, నోడల్ ఆఫీస్ ద్వారా అర్హతగల గ్రాంట్ల సిఫార్సు చేయబడుతాయి

గ్రాంట్స్ సిఫార్సులన్నీ గ్రాస్‌రూట్ అడ్వైజరీ కౌన్సిల్‌కు సమర్పించబడతాయి. వారు సంవత్సరానికి అందుబాటులో ఉన్న బడ్జెట్‌ను దృష్టిలో ఉంచుకుని మంజూరు/వర్క్ ఆర్డర్/డిస్బర్స్‌మెంట్‌పై నిర్ణయం తీసుకుంటారు. ఈ ప్రోత్సాహకం కింద ఏదైనా వర్క్ ఆర్డర్/కొనుగోలు ఆర్డర్‌ను మంజూరు చేయడానికి గ్రాస్‌రూట్ అడ్వైజరీ కౌన్సిల్ నిర్ణయం అంతిమంగా ఉంటుంది.

దరఖాస్తు ప్రక్రియ:

గ్రాస్‌రూట్/గ్రామీణ ప్రభావం ఉన్న అన్ని అర్హత కలిగిన ఆవిష్కర్త/స్టార్టప్ లు సేకరణ సంబంధిత గ్రాంట్ కోసం పోర్టల్‌లో క్రింద ఇవ్వబడిన ఫారమ్‌లో దరఖాస్తు చేయాలి.

PROCEDURE FOR CLAIMING GRANT OFFERED UNDER THE SCHEME:

Preconditions for availing of this incentive:

Recognized as an innovator/startup by the Government of Telangana AND
Recognized as an “Innovator/Startup with Grassroot/Rural Impact” as per the definition mentioned in G.O.Ms.No. 8 dated 27-07-2021.
A letter of intent must be submitted by the competent authorities of the concerned government departments or district administrations. The innovator/startup may directly work with TSIC to source this letter of intent if all other eligibility criteria are fulfilled.

Terms of using the grant:

A utilization certificate has to be submitted upon the execution of the Purchase Order/Work Order for the amount issued by the government.
Upon completion of the PO/WO, a detailed project completion report along with pictures, utilization certificate from the authorized CA, and a letter of completion from the Government Department/ District Administration will have to be submitted.

తెలంగాణ ప్రభుత్వం ద్వారా ఆవిష్కర్త/స్టార్టప్గా గుర్తింపు పొంది ఉండాలి.
G.O.Ms.No 8 27-07-2021 లో పేర్కొన్న నిర్వచనం ప్రకారం “అట్టడుగు/గ్రామీణ ప్రభావంతో ఆవిష్కర్త/స్టార్టప్ గా” గుర్తించబడి ఉండాలి
సంబంధిత ప్రభుత్వ శాఖలు లేదా జిల్లా పరిపాలనల సమర్థ అధికారులు తప్పనిసరిగా ఉద్దేశ్య లేఖను సమర్పించాలి. ఇతర అన్ని అర్హత ప్రమాణాలు నెరవేరినట్లయితే, స్టార్టప్ ఈ ఉద్దేశ్య లేఖను పొందడానికి TSICతో నేరుగా పని చేయవచ్చు.

మంజూరు వినియోగ నిబంధనలు:

ప్రభుత్వం జారీ చేసిన మొత్తానికి పర్చేజ్ ఆర్డర్/వర్క్ ఆర్డర్‌ను అమలు చేసిన తర్వాత వినియోగ-సర్టిఫికేట్ సమర్పించాలి.
పర్చేజ్ ఆర్డర్/వర్క్ ఆర్డర్‌ను పూర్తయిన తర్వాత, చిత్రాలతో పాటు వివరణాత్మక ప్రాజెక్ట్ పూర్తి నివేదిక, అధీకృత CA నుండి వినియోగ-సర్టిఫికేట్ మరియు ప్రభుత్వ శాఖ/జిల్లా పరిపాలన నుండి పూర్తి చేసిన లేఖను సమర్పించాలి

మూల్యాంకన ప్రక్రియ:
